Raymond has more than 35 years of experience in the oil and gas industry, spanning a variety of strategic and commercial roles in the private sector.
More recently, his expertise has focused on the design of petroleum fiscal regimes across major producing basins, from the North Sea to the Gulf of America and the Middle East.
Raymond worked for several major oil companies, including Phillips Petroleum, Britoil (formerly the British National Oil Corporation) and BP. Based in the UK, his work initially focused primarily on the North Sea. He worked closely with governments across the political spectrum to help shape fiscal policies aimed at encouraging investment while, where possible, removing disincentives and distortions.
Raymond chaired numerous cross-industry task forces advocating targeted fiscal incentives, working closely with officials at HM Treasury and other government departments. He also played a leading role in industry associations in both the UK and the EU, helping to shape industry advocacy and engaging with civil servants, government officials and Members of Parliament in London, Brussels and Scotland. From 2000 to 2007, he chaired the UK Government’s Economic Advisory Group.
Raymond subsequently developed extensive international expertise in petroleum fiscal policy, becoming involved in both education and fiscal design across a number of leading producing basins, including Alaska, Trinidad, Australia, Egypt, Russia and the Middle East. He was also a leading member of a cross-industry task group involved in shaping fiscal structures for the redevelopment of Iraq’s oil industry following the war.
For more than 12 years, Raymond served as a member of the organising committee of the prestigious International Petroleum Tax Conference, held annually in Oslo.
Raymond holds a degree in Meteorology and an MBA from London Business School.
