Crystol Energy Strengthens Capacity Building on Upstream Petroleum Taxation in Mozambique

Crystol Energy was proud to deliver a two-day workshop on “Taxation of Upstream Petroleum Operations – Global Trends and the Mozambican Case”, in collaboration with the Mozambique Revenue Authority (MRA) and the International Tax and Investment Center (ITIC).

This workshop marked an important milestone in the multi-year partnership between Crystol Energy and MRA–ITIC, which began in 2020. During the COVID-19 pandemic, the program was successfully implemented online between 2020 and 2022, ensuring continuity in strengthening institutional and technical expertise within Mozambique’s energy and fiscal sectors.

In March 2023, the capacity-building efforts transitioned to in-person training in Maputo. Although Dr. Carole Nakhle, Crystol Energy’s CEO, was unable to attend in person after contracting COVID-19, she continued to lead her sessions virtually, maintaining her trademark interactivity and engagement with participants. On the ground, Mr Christof Rühl, Crystol Energy’s Global Advisor, led the in-person sessions and coordinated discussions throughout the workshop.

  • Overview of Gas Markets
  • Regulation and Development of Upstream, Midstream, and Downstream Gas Infrastructure
  • Key Topics for Regulators and Government Institutions
  • Petroleum Fiscal Regimes and International Comparative Best Practices
  • Group Exercises and Case Studies from Emerging Markets

 

The workshop blended global expertise with practical applications, fostering dynamic discussions on how Mozambique can design effective fiscal and regulatory frameworks to support the sustainable development of its petroleum sector.

The sessions were met with enthusiastic feedback from participants, who praised the programme for its clarity, relevance, and engagement. One attendee described it as “a truly valuable learning experience; well-structured sessions, excellent presenters, and strong relevance to our day-to-day work.”  The feedback reflects the success of the programme in delivering both practical insights and global perspectives to strengthen Mozambique’s energy and fiscal institutions.
